Update readme

• Use "USER" stead of "ROLE" during postgres setup allowing login
  • (was not able to login when using "ROLE", maybe just on my setup)
• Add pyenv-installer instructions
• Add prefix to .env settings
• Enable debug instead of setting allowed hosts
• Fix static bundle script name
• Add instruction to verify admin email
  • Needed to be able create a group
